A district flag, constructed of a heavy red cotton base, trimmed along three edges with a twisted and rolled silver aluminum wire fringe, overlaid on each side with white cotton discs measuring 83 cm in diameter, in turn overlaid by multi piece black cotton swastikas, the upper corner of each hoist edge bearing a rectangular black cotton patch trimmed with twisted and rolled white
