The recipient is Heinrich Forkert. The Participants Celebration on account of the Olympic Games in Berlin took place in the Deutschlandhalle on August 16, 1936. The address on the envelope states that Forkert was located im Hause (in the building), presumably making him a member of the Olympics Committee. The notes in
