This is PA German for sure, in the Scherenschnitte tradition, and with the paper here appearing to have been hand painted before being cut, then laid down on lined paper. 2nd quarter 19th century I would guess. And it feels especially Rorschach like. (I see a face in there.) Very nice. Paper 4 13 16" x 4 1 16". Good antique
